The EU Circular Economy Action Plan: a life-cycle approach
In March 2020, the European Commission presented a new Circular Economy Action Plan with measures spanning product life cycles. It highlighted resource-intensive sectors with circularity potential, including electronics, batteries and vehicles, packaging, plastics, textiles, construction and food.
The proposed approach went beyond waste management. It included designing products to last longer, making reuse, repair and recycling easier, increasing recycled-material use and improving consumer access to information about characteristics such as durability and reparability.
The 2020 plan is a historical milestone, not a summary of legislation currently in force. EU policy has since evolved through later initiatives on sustainable products, batteries, packaging and the right to repair.
LCA is relevant because it helps assess whether a circular strategy actually reduces impacts or merely shifts them between life-cycle stages. Extending product life, for example, should be evaluated in light of durability, use-phase efficiency, maintenance needs and end-of-life scenarios.
